I would say Winnipeg is by far the worst city in Canada. Nothing comes even close. Regina would probably come in second, but it's not nearly as bad as Winnipeg.

Vancouver's Downtown East Side (DTES) would win this hands down. This is the poorest area in all of North America and it's awful. There are homeless people, prostitutes, and drug users and dealers in crowds on the sidewalks. The sidewalks are covered in trash and there are makeshift tents made out of tarps and shopping carts and cardboard all over the sidewalk. It's horrible.
I took my dad's Colombian wife for a drive down there when she moved to Canada and she was shocked. Apparently this place is even worse than their slums.

Calgary.
All other major cities in Canada, including Winnipeg and Regina have some sort of bypass connecting their major highways. You cannot follow Highway 1 in Calgary, or even bypass it on a divided highway

I dunno, Winnipeg has some.nice museums, interesting architecture, restaurants, the French Quarter, and that market behind the train station...it's not all bad.
I tend to dislike cities like London which are mostly suburban with little or no downtown area.
