Help with passport "Guarantor"?

I'm a Canadian citizen and i am interested in getting a passport so i can travel to the US to do groceries because here in Canada it's ridiculous, you spend $100 and you only have 2-3 bags....in the states you spend that much and you have over 10 bags anyhow, I filled out the form and it says that i need proof of Canadian citizenship i'll be supplying my birth certificate and for the proof of identity i'll be providing my health card.....but i don't understand the Guarantor part this is what it says on the site
"Duties of a guarantor

Your guarantor must perform the following tasks free of charge:

1. Complete and sign the "Declaration of Guarantor" section.
2. Write, "I certify this to be a true likeness of (either your name or your child's name)" on the back of one of the passport photos and sign.
3. If applicable, sign and date a copy of each document to support your identity.

Eligible guarantors

Your guarantor must:

1. Hold a five-year Canadian passport that is valid* or has been expired for no more than one year, on the day you submit your application;
2. Have known you personally for at least two (2) years.
In the case of a child, have known you (parent or legal guardian) personally for at least two (2) years and have knowledge of the child;
3. Be a Canadian citizen 18 years of age or older;
4. Have been 16 years of age or older when he or she applied for his or her own passport;
5. Provide the requested information contained in his or her passport;
6. Be accessible to Passport Canada for verification;
7. Reside in Canada, in the United States or in any of the areas where submission of the "in Canada and in the USA" application form is authorized, e.g.: Bermuda. It is not necessary that the guarantor reside in the same country as the applicant."

The only person who i know who has a passport is my boyfriend and my cousin...but my cousin wouldn't sign anything....my boyfriend would more than likely but why do you need to do this? can anybody explain please.

It needs to be done to ensure that a passport applicant is not trying to obtain a Canadian passport by using falsified documentation. Nowadays it is easy to forge documents with electronic equipment. The guarantor assures that you are the person you claim to be to avoid identity theft. If you should not have a guarantor you can alternately get a "Statutory Declaration in Lieu of Guarantor" form which must be sworn to or declared before, and signed by, a person authorized by law to administer an oath or a solemn declaration.

my passport pic is ok because when i had it taken the lady was nice and when i requested a nice pic she did the best she could. as for my drivers license it did not expire for 1/12 years and i hated the pic so last week i renewed it anyways just for that reason. i hated my picture.
