they only started making them in 1996, so youd be hard-pressed to find any toonie thats worth more than its cash value

What makes you think it would be worth more? Was it stamped wrong...is it deformed in some way....does it have the image of Christ visible in the fur of the polar bear? If none of that applies then it's a plain old toonie same as all the rest.
