Yes can go by train part of the way.As you do not give a specific location you can take a train from Toronto to Niagara Fall,Buffalo and then on to Chicago. From Chicago there are many ways to get to various places in Wisconsin, Check VIA RAIL for train service in Canada and Amtrak for US service. I think you can get a train from Chicago to Detroit & at the border switch over to a VIA rail train into Southern Ontario.

Yes, there are trains that run from Ontario to the US. VIA Rail is the website to look for the routes. In the US, it's Amtrak. I wouldn't count on it being cheaper than flying. The bus might be better for price.
