Victoria has the mildest, with the least change from winter to summer. In the Okanagan, they get the highest temps, although it can snow.
It kind of depends on what you mean by "best."

Every Canadian city is cold during the winter. but they are all hot in summer.

Kamloops is the warmest but anywhere in the Okanagon is nice! Like Kelowna, Penticton and Vernon.
Vancouver gets far too much rain and is not at all what I would call a "nice" winter, the winters are wet and depressing.

Vancouver and Victoria in British Columbia.
mild - climate not too cold in the winter, there's very little snow and warm and sunny in summer and spring.

For good to bad weather Edmonton has the best, Van too rainey... BC Interior can be too hot... Prairies dry and Hot
